【題目】 Perhaps you've watched the recent movie Better Days, which focuses on bullying ( 霸凌)at school. It has raised heated public discussion about how to deal with bullying. In fact, the government is doing a lot of things to solve this problem, as it has become increasingly serious.
On October 26, the Standing Committee of the National People's Congress reviewed a draft revision( 修訂草案) to the law on the protection of minors ( 未成年人) for the first time, China Daily reported. The draft includes a number of new and improved rules to strengthen the protection of minors.
One focus is bullying. A survey of primary and middle school students showed that more than 32 percent of students have experienced bullying at school, Global Times reported.
The draft asks schools to set up rules to prevent bullying and to report any bullying events to parents. They are also being asked to work with the government when dealing with such incidents.
The draft also includes a new part- Internet Protection. It aims to protect children when they're online. For example, it says that places that provide internet services for teenagers, such as schools and libraries, should have protective software (軟件) on their computers.
It also asks online game providers to sort through their products and do something to keep minors away from games that are not suitable for them.
The draft revision has been widely welcomed. As the law on the protection of teenagers was revised (修訂) in 2006 last time, it was found to have difficulties solving certain problems that are more common today.
"The draft revision meets the society's needs in time," Zhang Jie, a researcher at the Communication University of China, told Xinhua.

It was a cold and windy morning. The local harbour master, George Reeder, was carrying out his regular duties when he heard a noise that caught his attention. Tanya Allen, a passer - by (who, fortunately, was a nurse), gave the baby CPR(心肺復(fù)蘇術(shù))and was able to get him to breathe again. Mr Reeder remembered seeing a little bit of breath coming out of the baby’s mouth. ‘I thought, he is all right. He’s alive. Brilliant!” he said. Then an air ambulance helicopter arrived and the baby was taken to hospital. Mr Reeder said it was unbelievable that baby survived. ‘It’s such a miracle,’ Mr Reeder added.
After he’d finished helping the baby and the helicopter had gone, Mr Reeder went home to recover from the experience. The child’s grandfather knew Mr Reeder and, a little later, went to his house to tell him that the boy was out of danger. Mr Reeder was very relieved and happy to hear that.
Mr Reeder said that he hadn’t really been brave. ‘It was everyone - from Tanya doing the CPR to the helicopter pilot,’ he said. ‘I’m just glad I could help. But when Mr Reeder got the certificate, a reporter said that what he’d done was very brave. ‘This was an extremely brave act, as he put his own life at risk.’ The reporter has advised local people to avoid walking along the seafront in very windy weather.
