George Washington might have been the biggest library fines (罰款) in history. On October 5, 1789, the president borrowed two books 【1】 the New York Society Library (NYSL).
But there are no records of the books being returned. At the time, New York city was the US capital. (The capital was 【2】 to Philadelphia, Pennsylvania, in 1790 and then to Washington, D.C., in 1800.) The national government was in a 【3】 called Federal Hall. The library was in it, 【4】. Many American presidents borrowed books there, including America’s 【5】 president, John Adams.
Librarians kept handwritten records of every book that was borrowed. Those records have been 【6】 preserved ( 保存). Five months after he 【7】 president, Washington borrowed two books on government. They were due back on November 2, 【8】 there was no return date listed in the records.
That has led to 230 years of wondering: Was Washington too 【9】 running a new country to bring back the books? Or did a librarian forget 【10】 down the return date? Either way, the library has forgiven the fines.
【1】from
【2】moved
【3】building
【4】too
【5】second
【6】carefully
【7】became
【8】but
【9】busy

“the New York Society Library”前面缺少介詞,表達“借”用動詞短語“borrow sth. from”,此處用from表達從紐約社會圖書館借了兩本書。故填from。
根據(jù)第二段“New York city was the US capital”紐約市是美國的首都,“to Philadelphia”表達首都后來被搬到別的城市,用動詞move的被動形式was moved。
故填too。
根據(jù)“due back on November 2”可知書應該在11月2日還,“there was no return date listed in the records”書沒有歸還日期記錄,可知前后句是轉(zhuǎn)折關(guān)系,用連詞but連接。故填but。
此句使用固定結(jié)構(gòu)“too...to do...”
故填to write。

Dolphins are not fish. They are mammals (哺乳動物). They live in groups and speak to each other in their own language. But they are quite different from almost all land animals. Their brain is as big as men’s and they live a long life--20 or 30 years.
Like some animals, dolphins use sounds to help them find their way around. They also use the sound to talk to each other and to help them to find food. They do not use their ears to receive sounds, but use the jaw - the lower part of the mouth.
It's strange that dolphins are friendly to men, and for thousands of years, there are many stories about dolphins and men. In the 19th century, in a dangerous part of the sea near New Zealand, there was a dolphin. The seamen liked him very much and gave him a very good name, Jack. From 1871 to 1903, Jack met every boat in the area and showed it the way. In 1903 a passenger on a boat shot (拍照) a long time in the area. Jack guided the boat and helped it out.

Firusa Khafizova is a pop star in the Democratic Republic of Tajikistan. Recently she got fined 5,000 somoni ($530) for celebrating her birthday (A) in the company of friends outside her home. She broke one of Tajikistan’s most special laws— “Regulation of Traditions and Customs in the Republic of Tajikistan”. According to the law, people mustn’t celebrate their birthdays in public places. They can only celebrate them at home. (B) It was reported that 648 people were fined for breaking this unusual law in 2018 alone and in total 3 million somoni ($325,000) was fined in these cases.
The law was introduced in 2007. It sets strict limits on the number of guests and dishes allowed at weddings, funerals (葬禮) and birthdays. Tajikistan is probably the only country in the world where celebrating a birthday outside the family home isn’t allowed.
It seems the special ban (禁令) is not welcome among the people who like to have a birthday party outside their homes. Many of them have used social media to express their displeasure with the ban, thinking it interferes (干涉) in their private lives. However, the government doesn’t think so. In (C) its eyes, banning public celebrations encourages people to spend their money on the needs of their families rather than on unnecessarily expensive birthday parties. Also (D) it’s a useful way to stop families from going into debt (債務) to host huge events.
